Is it possible to upgrade 4.16 kv to 12.46 kv on high voltage primary side of existing transformer? or I have to replace it with 12.47 kv transformer. Thanks

It would only be possible if it had taps and an insulation rating to be able to do that. I would doubt that it would be possible. I am sure the insulation on the coils would not handle the higher voltage and it would have to have to be engineered for the higher voltage.
