There is an existing cable run in a place of assembly above the cieling through a storage area that is pretty much unaccessible. It is an aluminum 100 amp 4 wire seu cable feeding an old federal pacific panel. Can I sleeve that cable into an 1-1/4" emt to feed a new sub-panel? The total run is about 80 ft.

| YES, IT IS CONSIDERED A PLACE OF ASSEMBLY. THE CIELING IS CONSTRUCTED OF 2" PLASTER WITH WIRE MESH IN BETWEEN LAYERS.

| Yes, the building will fit over 100 people and yes the cieling should be fire rated with 2" of plaster and wire mesh in between. I would think by the time the fire reached the service cable above this cieling the last thing to worry about is the fumes from this cable.

The wiring method you are using is SE cable, not EMT. Speaking in pure code language, you can not use it, although as an inspector I would buy it. I would reccomend talking with the AHJ.
By the way, just because it is plaster doesn't mean it is fire rated. You might want to find that out as well.
