Subject - older 14/2 romex into new breaker panel

Hey guys, I could use your help. I just looked at a new 100 amp panel and service. The original branch wiring is 14/2 running into 20 amp breakers. The house is just a small cape with two bedrooms on the second floor. The branch wiring is protected by 10 breakers excepting the water heater,dryer,and range. Would the presence of 20 amp breakers create the possibility of over heating 14/2?

| According to 240.4(D) the 14 awg conductors can only be fused at 15 amps, so in my opinion an unsafe condition exsists. You should probably consult an electrician to come in your house and check out whatever else may be wrong. I dont know how old your house is, but as far as fuseing a 14 awg romex general purpose circuit on a 20 amp fuse I dont believe that practice was ever code compliant.
