I should have added more context to my response. While I may subcontract out some labor (a friend of mine is a C10 contractor as well), I pay him as a sub contractor because he pays his own taxes and carries his own license. I do expect him on the job on my schedule, or he won't be asked to return.

When I said California goes by taxes, I was refering to how the state licensing board decides whether or not someone should have been licnesed.
