I have always been told that in banking 3-single phase transformers that all impedences should be within 5%. If the load is very low, I don't see why you couldn't get away with it. What is the issue? If you use transformers with different impedences, can you calculate the max load each transformer would see.

Yes you can calculate the loads affected. If the load was low, why bank transformers?
When the impedences are not matched, neither is the power factor. Power will be wasted as one bank feeds the other with a back current. Why pay for this? What you should do is have something like that engineered with a PEng signing off on the project.
