Subject - Sub Panel Wire Size

OK here we go. My buddies and I are arguing over the wire size for a sub panel having a hot water heater, a computer room w/ over head light, and an outside outlet. The reason for the subpanel is that there is only a single slot left in the regular panel. I say that there needs to be a 60 amp double pole breaker in the sub, and regular panel, and the wire size should be at least a 6/3, and he says 8/3. So who is right in this?
