Subject - main breaker trouble
bull0929 The 2 120v feed wires running to the 200 amp breaker read 240v across with the breaker off. When I turn the breaker on it drops to 120v across them. At that point the top 15a breaker on each side works but everything below is dead. help
JimmyDee Sounds like you have a wire upstream that is burned off. Maybe in the meter box or who knows. Reading the 240 volts with a digital VOM is common if there is carbon tracking because of the burned off wire. You may even have another breaker or fuse upstream with problems.

zapped208 What you really need is an electrician, and or your local power co. to check for your problem.
lctrc789 bull, you should call power company and have them send some one out to check if it is possible that the problem is some where on their side of it.
If they come and check and everything seems to be good then call an electrician out. Could be one of many things transformer( but others could have same trouble in your neighborhood).
bad neutral connection, bad connections at meter base or on their side of secondary. To many to go all trhough but you need a pro for this, to see what your problem is for sure.
good luck
veganfan I would think the problem to be in those circuits on those breakers, or transformer not handling load. What ever it is I defiantly agree you need some professionals. Assuming you are not one do not touch or use anything could be a fatal mistake.
