In a residence, if the meter is outside and the main disconnect panel is inside is their a certain distance the wire can run without having a disconnect outside? code ref. please
When sub feeding a panel from the main panelboard you have to pull a 4 wire and seperate the ground and neutral. where would I find that in 2002 code?

The NEC doesn't specify a maximum length for the service conductor. It simply tells you to locate the panel as close to the service's point of entry as possible. Be aware that some local jurisdictions do specify a maximum length. See Article 230.70(A)(1) in the 2002 NEC.
