Subject - Diposer outlet only producing 24 Volts????

Hi, I was testing a disposer outlet the other day and found that it was only producing 24 Volts. I could not figure out why. Could somebody help me out with this?
Could it be a bad breaker?? Loose wires?
I'm baffled, I had to tell the customer I'd come back.

| Ok there was no disposer installed in the kitchen, but there was an outlet for it under the sink. I did not try to plug a light but in it. All I did was test it using my voltage tester and I got approx. 24V from it.

| I assume that the disposer was not plugged into the outlet when you tested it?
Try plugging in a drop light and switching on the bulb, and then tesing for voltage. Does the light operate at a dim level? Or, once you test under load, does your 24 Volts drop to -0-? 
We really need more information on some of these questions to provide intelligent answers

| How did you read the tester from hot to neutral or hot to ground or hot to the sink, All these make a difference?

| I just put red prong in the left outlet and the black prong in the right. Which I believe is hot to neutral. I did not test hot to ground or anything else.

| 916,- Are you using a digital meter? If you are, you could be getting induction from other cables, if it is run in the same hole. I get this at times with my Fluke 179. Is it on a seperate breaker or counter circuit?

| I wasn't using a DMM I was just using a digital voltage tester. I do not know if it was on a seperate circuit but shouldn't a disposer be on one? This house is about 20 years old. A lot of the circuits were seperated for various things throughout the house so I'm assuming the disposer circuit might be on one as well.
